Complete Home Renovation Services in Pasadena

Remodels, additions, ADUs and Eaton Fire rebuilds across Pasadena and neighboring Altadena, from a licensed general contractor that reads the City's rebuild programs before the first drawing.

    Your Pasadena Renovation Partner

Pasadena is a city built on craft: Craftsman bungalows in Bungalow Heaven, Spanish and Mediterranean revival homes in San Rafael, mid-century ranch houses in Hastings Ranch, and hillside properties above the Arroyo. These homes reward a builder who opens a wall carefully, matches what is there, and finishes work that looks as if it was always part of the house.

Build And Decor takes on remodels, additions, ADUs and Eaton Fire rebuild work across Pasadena and neighboring Altadena. We are a licensed Class B general contractor, CSLB #1113888, with our own C-33 painting license, and Sebastian Moreno Rivera, the owner, runs every job.

Pasadena runs its own permits. Plans go through the City's Permit Center, not LADBS and not the County, and across the Altadena line the rules change from City to County. We plan for both counters, so you never learn which one reviews your drawings on your own schedule.

    Eaton Fire Rebuilds in Pasadena

The Eaton Fire of January 2025 burned homes in Pasadena as well as Altadena, and rebuilding them is work we take on. Your rebuild gets a named superintendent, a written schedule, and photographs and written records at every stage that you can hand to your adjuster.

We build to the scope you and your carrier settle on. Claim negotiation belongs to a licensed public adjuster or your attorney, and we will tell you so directly. We will not promise a permit date, because the reviewing agency controls it. What we control is a complete submittal, fast answers to corrections, and a crew that shows up.

What Pasadena Offers Owners Rebuilding After the Eaton Fire

Pasadena owners have a fee waiver and a one-counter permit process, and we plan around both from the first walkthrough. What follows is the City's own published terms, read from each source in November 2026. Programs change, so confirm the current terms with the City before you rely on them.

Fee waiver. The City of Pasadena waives plan check and permit fees for eligible owners of single-family homes and condominiums that were owner-occupied on January 7, 2025 and have a structure red-tagged by the City because of Eaton Fire damage. Some charges, such as water service fees and the construction and demolition waste deposit, stay payable. The terms sit on the City's fire rebuild fee waiver and refund program page (opens in a new tab).

One counter. The City's Permit Center (opens in a new tab) is a one-stop shop where staff from multiple departments handle development review and permitting. We prepare a complete submittal, take it to the counter, and turn corrections around fast.

Next door in Altadena. Altadena is unincorporated, so its permits run through Los Angeles County instead. If you own on both sides of the line, we plan for both. See our Altadena page.

    Building in Pasadena

Pasadena protects its older neighborhoods by district, regulates its hillsides by overlay and wrote its own ADU ordinance. We read all three before we write a scope.

Landmark districts. The City has designated over 200 individual historic sites and 26 historic neighborhoods, according to its historic places page (opens in a new tab). In a landmark district, demolition, exterior alterations visible from the street and new construction need a Certificate of Appropriateness before a building permit issues. Review delays the permit by about 2 months, and interior alterations, paint colors and landscaping are exempt, as the City's preservation incentives page (opens in a new tab) states.

Hillside Development Overlay. Pasadena's Hillside Development Overlay District requires a Hillside Development Permit for a new dwelling and a geotechnical investigation. It sets a 28-foot height limit above existing grade, with 35 feet measured from the lowest point where the structure meets grade, and it requires a tree removal permit for protected native and specimen trees in single-family yards. The terms appear in a City hearing officer staff report (opens in a new tab).

ADUs. Pasadena's updated ADU and Junior ADU regulations took effect May 20, 2024 under Ordinance No. 7420. Modifications to the City's pre-approved ADU plans are not allowed, however minor, according to its ADU page (opens in a new tab). Pasadena revises its programs, so confirm the current terms with the City before you commit to a design. These pages were current when we read them in November 2026.
