How a Job Runs, From the First Walk to Close-Out

I am Sebastian Moreno Rivera. I founded Build And Decor Construction and I run every project personally, so the person who walks your house on the first day is the person who runs the job. The license, CSLB #1113888 (Class B General Building and C-33 Painting and Decorating), is held by the corporation, Build And Decor Construction, and I am its qualifying individual on the State record.

Here is the whole process, in order.

    1. The first walk

The estimate is free and done on site. I come to the property, measure, take photographs, and listen to what you want the finished space to do. There is no obligation attached to it.

    2. The written scope and agreement

You get a written scope, line by line, with the trades broken out, fixture allowances named, and a stage schedule tied to named milestones. You approve the scope and a written agreement before any work starts, and each payment stage ties to a milestone you can stand on site and verify. How payment works lays the stages out.

    3. Permits

I prepare the submittal, answer the plan check corrections and schedule every inspection. I will not promise a permit issue date, because that timing belongs to the agency. What I control is a complete submittal. Who pulls the permit and what the inspector checks is its own page.

    4. The build

Long-lead selections are locked before demolition, and every selection carries a decision date, so a countertop template never holds up the framing.

You get a photo record every day. If the scope moves, the change goes in writing and you approve it before work continues. When opening a wall shows something the walk could not, I stop, photograph it and show you, and the fix is priced as its own line before anyone continues.

Licensed trades handle the specialty work. If you are living in the house, the work zone is sealed behind temporary walls and dust barriers, and the site is cleaned every day. How long each job takes, phase by phase, is on its own page.

"They communicate, document, and execute like no other company. I've used them for multiple properties and the quality is always consistent." Noah G., client review.

    5. Inspections

Each stage ties to a named milestone, and I hold the work until the matching inspection passes. Work gets inspected before it is covered. The next stage starts after the inspector signs off.

    6. The punch list

We walk the finished job together and close the punch list, item by item.

"Contractors' no-shows, quick fixes below quality standards, high prices, and constant requests for more money were the norm. Sebastian changed everything - transparent pricing, quality work, and he actually showed up when he said he would!" Pierre L., client review. More are on the reviews page.

    7. Close-out

The building department signs off on the final inspection. You get the warranty, the permit record and the documentation package for everything we built. On a bathroom, I show you how each piece works and leave the manuals and the warranty papers. The final payment comes on completion, and the one-year workmanship warranty covers what we built.

Everything we build is on the services page. When you want someone on your side of another builder's job, that is the owner's representative service. Call (949) 558-9738 to book the first walk.
