Home Resilience

    The Home Resilience Assessment

A walkthrough of your house, inside and out, and a written report that answers four questions. Is the house bolted. Where does water get in. Where are the shutoffs. What would three days without power and water look like here, and what fixes it, in what order. The report is the first deliverable, and every report is mine: I walk the house and I write it.

I am Sebastian Moreno Rivera, the owner of Build And Decor Construction. The license, CSLB #1113888 (Class B General Building and C-33 Painting and Decorating), is held by the corporation, Build And Decor Construction, and I am its qualifying individual on the State record.

    What I look at

The frame and the foundation. Raised foundation or slab. Anchor bolts through the sill plate, or none. Bracing on the cripple walls, or none. Cracks that tell a story and cracks that do not.

The water's path. Grades along the foundation. Downspouts and where they empty. Yard and driveway drains and whether they drain. Below-grade walls and what stands between them and the soil. Thresholds the water can reach. Stains inside that point at a leak outside.

The shutoffs. The main water shutoff, the gas shutoff, the main breaker: where they are, whether they turn, whether you can find them in the dark. I label them while I am there.

Three days without power and water. Which circuits matter in this house: the refrigerator, a sump or well pump, medical equipment, one light and one outlet per floor. What runs with the power out, checked rather than assumed. Where a generator inlet and a transfer switch would go, for the licensed electrician who would install them. Where a water tank would sit, for the licensed plumber who would tie it in.

The first five feet. What is against the walls and under the eaves, for the houses in the hills, read against the Zone 0 Courtyard page's code lines.

    What you get

A written report with photographs: what I saw, what it means, and the fixes in the order they matter. Each fix is marked for who does it: ours, under the company's Class B license; a licensed trade partner's, named in an agreement before any of it is sold; or yours, on a Saturday with a shovel and a label maker. Where a fix needs an engineer, the report says so and stops there.

Nothing in the report is a quote. The fixes you choose get their own written scope afterward, with payment stages tied to milestones. The report stands on its own whether or not you build with me.

    What it is not

It is not an engineer's report, an inspection for a sale, or an insurance appraisal. It makes no fire rating, no earthquake promise and no claim about what your policy covers. It is a licensed contractor's walk through your house, written down, so the next decision is made from a list instead of from a reel.

    How to start

Send your name and phone through the form below and pick the closest service on its list. We reply within one business day. I take the address when I reply, and we set the walk for a time you can be there, because the report is better when you tell me what happened the last time it rained hard. The map of the four risks is on the home resilience page; the water pages are water damage repair and water intrusion prevention.
