You Moved Away After the Fire: How to Follow Your Altadena or Palisades Rebuild

You can follow an Altadena or Palisades rebuild from anywhere if three things happen every week. The permit record is read online: the last inspection and its result, any open correction, and the expiration date, in the County's EPIC-LA portal for Altadena or the City of Los Angeles Building and Safety record for Pacific Palisades. The site is walked by someone who reads framing, who sends you dated photos and a short written account of what was built, what passed and what comes next. And no money moves until the invoice is checked against that account, because the person checking should never be the person being paid. Your builder can send photos; your builder cannot check his own invoice. I do these three things for owners who left after the fire, and I call you when a decision is yours to make. The first call is free.

I am Sebastian Moreno Rivera, the owner of Build And Decor Construction, and I wrote this on October 23, 2026. The license, CSLB #1113888 (Class B General Building and C-33 Painting and Decorating), is held by the corporation, Build And Decor Construction, and I am its qualifying individual on the State record.

The permit record, read from anywhere

The record is public and online. Each week, read three things: the last inspection and whether it passed, any open correction, and the expiration date. A correction left open holds the next inspections. An expiration that passes can cost a new application and new fees, and the department does not call you. In Altadena the permit is a County permit; in Pacific Palisades a City of Los Angeles permit; in Malibu a City of Malibu permit.

Eyes on the site that are not your builder's

A weekly walk of the whole house by someone who reads framing, plans and inspection notes, with dated photos and a written account: what was built, what passed, what comes next, what needs your decision. The photos your builder sends are useful and they are his. The account you decide from should come from someone whose only client is you.

Money released against the account, never ahead of it

California bars a contractor from collecting more than the value of work performed and materials delivered on site, apart from a capped down payment, and that covers money released by your lender or financier. From a distance, the written account is how you know the stage on the invoice is on the lot. Release against the account, and ask for an unconditional lien release for everything you have paid before the next draw.

    The weekly report

One document, every week, that you can read on a phone: what was built since last week, what passed inspection, what the permit record shows, what is coming, what needs your decision, and the photos. Change orders are read before you approve them, with what they do to the schedule and the budget. The plans, approvals, inspection results, invoices, lien releases and warranties live in one shared folder you can open any time.

    How it starts

    2. The fee in writing. The agreement and the monthly fee, in writing, before anything starts.

    3. The first month. Your builder, your permit record and your agreement first, then the weekly walks and reports. The full service is on the owner's representative page.
